Edgar H. Bittle has been selected to receive the 2010 COSA Lifetime Achievement Award for exemplary leadership and distinguished service to the Council. Mr. Bittle is a shareholder in the Des Moines, Iowa law firm of Ahlers & Cooney, P.C., past chair of the NSBA Council of School Attorneys (1980-81), and has been a Council member for more than 30 years. He has served as the chair of the Iowa Council of School Attorneys, chair of the American Bar Association Urban, State and Local Government Section’s Public Education Committee, and he was general counsel to the Iowa Association of School Boards (IASB) for 24 years. During his tenure at IASB, he developed a welfare benefit plan and a risk management and loss control program for over 400 Iowa school corporations. Mr. Bittle was lead attorney and team coordinator of IASB’s Iowa School Cash Anticipation Program from 1985-1999. He was elected to the Iowa House of Representatives in the 65th and 66th General Assemblies, was the ranking member of the State Government Committee, and chair of the Interim Committee that drafted and introduced the Iowa Administrative Procedure Act which was adopted in 1975. He was directly involved in and critically responsible for the writing and passage of the Iowa Public Employment Relations Act which affects virtually all school districts in the State of Iowa.
