The Iowa Department of Transportation’s horizontal and vertical infrastructure advisory committees adjusted the competitive bid and quote thresholds applicable to public improvement projects with bid dates on or after January 1, 2023.

Cities with a population of 50,000 or less must bid horizontal infrastructure projects with an estimated total cost equal to or greater than $65,000. The threshold for cities with a population greater than 50,000 has been increased to $93,000. For counties, the threshold has been increased to $120,000.

All cities and counties must bid vertical infrastructure projects with an estimated total cost of $196,000 or more.

The competitive quote thresholds for vertical infrastructure have been adjusted to $81,000 for cities with a population less than 50,000, $109,000 for cities with a population of 50,000 or more, and $145,000 for counties.

The horizontal and vertical bid threshold subcommittees are composed of Iowa Department of Transportation appointees. The committee is balanced between representatives of both the public and private sector. Both committees meet at least every other year to adjust the bid and quote thresholds for city and county projects.
