Overview

As a bond lawyer, Eric assists the Board of Regents, cities, counties and utilities in the planning and financing of equipment acquisitions and capital projects across Iowa. This includes planning sessions, public meetings, negotiations with contractors and contracting, working with financial advisors, and preparing all proceedings for the sale and issuance of governmental bonding for these public projects. He also provides guidance with regard to federal securities laws relating to bond disclosures.

Eric has served as bond counsel for the issuance of general obligation bonds, parity and subordinate utility revenue bonds, sales tax revenue bonds, and special assessment issues. As a member of the National Association of Bond Lawyers, Eric stays current on the latest federal municipal tax regulations. In the role of disclosure counsel, Eric assists public issuers in the diligence process associated with the preparation of primary disclosure documents (offering materials). Eric also advises issuers regarding their secondary disclosure requirements (annual filings per continuing disclosure agreements), and provides guidance on administering these duties in accordance with SEC Rule 15c2-12.

In addition to governmental bond issues, Eric assists Iowa municipalities in economic development activities, urban renewal and revitalization efforts, special assessments, and public contracting.

After law school and prior to joining the firm, Eric served as a judicial law clerk for Justice Mark S. Cady, Iowa Supreme Court. Eric spent six years on the firm's Management Committee, and has served as the Public Law Practice Area Leader, Public Finance Work Group Chair, Charitable Actions Committee Chair, Associate Development Committee Chair, and Website Committee Chair.
