John F. McKinney, Jr.John F. McKinney, Jr. was born in Hannibal, Missouri. He was admitted to the Iowa Bar in 1965 after graduating from Drake University (B.A. 1962, and J.D. 1965).

He is a member of the Public Finance department and of counsel to the Firm. He was the City Solicitor for the City of Des Moines from 1965 to 1971. He has served as former general counsel to the Iowa Rural Water Association. He also served as general counsel to the South Iowa Area Detention Service Agency which is a ten county intergovernmental agency headquartered in Fairfield and the Heartland Group, a five county intergovernmental agency headquartered in Ottumwa. He was a member of a special finance advisory committee for the Iowa Department of Environmental Quality and has served on the faculty of the National Bond Attorneys' Workshop.

He is a member of the National Association of Bond Lawyers (NABL); the Iowa Municipal Attorneys' Association and is a member of the Urban, State and Local Governmental Law Section of the American Bar Association.
